Feb 22, Kotzebue - At 5:08 p.m. Alaska State Troopers in Kotzebue received a report of a domestic violence in the village Ambler. Troopers responded to Ambler and an investigation resulted in the arrest of Lona Flora Penn, 32, of Ambler. Penn was transported to the Kotzebue Regional Jail where she was charged with two counts of assault in the third degree. Alcohol was determined to be a contributing factor during the incident.

Feb 20, Kotzebue - Around 12 p.m. Alaska State Troopers in Kotzebue received a report of an assault in Kiana. It was reported that one family member assaulted another family member. No injuries were reported. The investigation is continuing. At about 6:49 p.m. Alaska State Troopers received a report of an unexpected home death in the village of Noorvik. An investigation revealed that family members of Norman Glenn Carter Sr., 67, of Noorvik, discovered him deceased in his home at about 6:25 p.m. Carter had a history of health problems which are believed to have contributed to his death. The state medical examiner determined the death as natural. No foul play is suspected. Carter’s body was released to next of kin on scene.

Feb 19, Kotzebue - At about 1:39 p.m. Alaska State Troopers in Kotzebue received a report of a domestic disturbance at the spud farm near Selawik. An investigation revealed that Julia Marie Nashookpuk, 28, of Point Hope, physically assaulted a male during an argument. Nashookpuk was taken into custody by troopers and remanded at the Kotzebue Regional Jail for one count of assault in the fourth degree. At about 3:20 p.m. Alaska State Troopers in Kotzebue received a report from the city of Kiana that a generator had been stolen. The case is under investigation. Frankson Jr., 30, was indicted on six felony counts of kidnapping, two counts first-degree sexual assault, second-degree assault and two counts third-degree assault. Cecil Clyde Mitchell, 33, was indicted on four felony counts of first-degree indecent exposure, two counts first-degree sexual abuse of a minor and second-degree sexual abuse of a minor. Wesley Mitchell, 58, was indicted on misdemeanor attempted trafficking in liquor without a license or permit in a local option area.

Feb 18, Kotzebue - Glenn K. Hansen, 23, of Kotzebue, was charged with misdemeanor fourth-degree domestic violence assault. Wallace W. Stalker, 23, was charged with misdemeanor fourth-degree domestic violence assault. Brian Ashley Thomas, 20, of Shungnak, was charged with misdemeanor fourth-degree domestic violence assault. Daisy Tuzroyluk, 25, was charged with felony first-degree domestic violence burglary and misdemeanor fourth-degree assault. Brian Ashley Thomas, 20, was sentenced to 180 days in jail with 150 days suspended and placed on probation for two years after pleading guilty to a charge of fourth-degree domestic violence assault. Wallace W. Stalker, 23, was sentenced to 90 days in jail with 80 days suspended and placed on probation for two years after pleading guilty to a charge of fourth-degree domestic violence assault. Ralph Ballot Jr., 38, was sentenced to 180 days in jail with 150 days suspended and placed on probation for two years after pleading guilty to a charge of fourth-degree domestic violence assault; dismissed was a charge of reckless endangerment.

Feb 18, Barrow - Kate Brower, 19, was fined $600 and placed on probation for one year after pleading no contest to a charge of possession, control or consumption by persons under 21.

Feb 17, Kotzebue - At 3:12 p.m. Alaska State Troopers in Kotzebue received a report of a possible sexual assault which occurred in Kivalina on Feb. 12. The investigation is ongoing. At about 4 p.m. Kotzebue troopers received a report of a disturbance in the village of Buckland. An investigation revealed that Wallace Stalker, 23, of Buckland assaulted a family member causing minor injuries. Stalker was subsequently arrested by Buckland police officers and transported to Kotzebue Regional Jail with no bail pending arraignment. Alcohol was a factor during the incident. At 10:42 p.m. Alaska State Troopers in Kotzebue received a report of a domestic disturbance in the village of Shungnak. The Shungnak Village Public Safety Officer responded and after the investigation arrested Brian Ashley Thomas, 20, of Nome, for physically assaulting a female. The victim was treated for injuries at the Shungnak Clinic and Thomas was transported to the Kotzebue Regional Jail where he was remanded for one count of assault in the fourth degree.

Feb 17, Kotzebue - Wesley Mitchell, 58, was sentenced to 240 days in jail with 120 days suspended and placed on probation for three years after pleading guilty to a charge of attempted manufacture; dismissed was a charge of third-degree theft. James K. Wells, 29, was sentenced to 150 days in jail with 120 days suspended and placed on probation for two years after pleading guilty to a charge of fourth-degree domestic violence assault. Brandon J. Walker, 20, of Kotzebue, was sentenced to 90 days in jail with 80 days suspended, fined $1,500, the defendant’s driver’s license was revoked for 90 days, and Walker was placed on probation for three years after pleading guilty to a charge of driving under the influence. Matthew Logan Hanshaw, 20, was sentenced to 180 days in jail with 120 days suspended and placed on probation for two years after pleading guilty to a charge of first-degree criminal trespass; he was sentenced to 90 days in jail with 90 days suspended and placed on probation for two years after pleading guilty to a charge of fifth-degree criminal mischief; Hanshaw was sentenced to 150 days in jail with 120 days suspended and placed on probation for two years after pleading guilty to a charge of fourth-degree domestic violence assault; and he was charged with first-degree burglary, fourth-degree criminal mischief and fourth-degree assault; dismissed was a charge of fourth-degree assault. Michael J. Kubalack, 19, of Kotzebue, was sentenced to 90 days in jail with 90 days suspended, the defendant’s driver’s license was revoked for 12 months, and Kubalack was ordered to serve 96 hours community service and placed on probation until the age of 21 after pleading guilty to a charge of possession, control or consumption by persons under 21. Michael J. Kubalack, 19, of Kotzebue, was sentenced to 10 days in jail after having been found guilty of disorderly conduct; Kubalack was also charged with fourth-degree assault on a police officer; dismissed was a charge of fourth-degree assault on a police officer. Annette Hunnicutt, 23, was charged with misdemeanor first-degree criminal trespass.

Feb 16, Kotzebue - Ira Frankson Jr., 30, was charged with eight felony counts of domestic violence kidnapping, two counts first-degree domestic violence sexual assault, second-degree domestic violence assault, two counts third-degree domestic violence assault, fourth-degree domestic violence assault and interfering with a domestic violence report. Harry Hank Koonuk, 24, was charged with misdemeanor violating an ex parte stalking or sexual assault protective order. Nelson Griest III, 19, of Kotzebue, was sentenced to 90 days in jail with 80 days suspended, revocation of driver’s license for 12 months, ordered to serve 96 hours community service and placed on probation until the age of 21 after pleading guilty to a charge of possession, control or consumption by persons under 21.

Feb 15, Kotzebue - At about 9:20 a.m. Kotzebue Alaska State Troopers received a report of a stolen check from a residence in Kobuk. A suspect has been identified and the investigation is continuing. At about 10 a.m. Kotzebue troopers received a report that a minor was alleged to have been sexually abused in the village of Ambler. An investigation is continuing.

Feb 13, Kotzebue - At 7:50 p.m. Alaska State Troopers from Kotzebue were in Shungnak where they contacted Lori Lee Commack, 22, of Shungnak. Commack was arrested for an outstanding misdemeanor arrest warrant stemming from the original charge of trespassing. Commack was transported to the Kotzebue Regional Jail where bail was set at $1,000. Allen D. Lane, 19, of Kotzebue, was charged with misdemeanor fourth-degree domestic violence assault.
